
See, right now in the United States, there is a BIG homeless problem, and politicians are doing little to nothing to solve this. And in the middle of all this, we saw that down there in Minneapolis, just this year in 2025, a man named Hamoudi Sabri allowed a bunch of homeless individuals to set up tents in his private parking lot. Well, right away, he became a problem for the city folk by doing this. The city officials were clearly not on board with this idea, and that is why this Minneapolis Parking Lot Homeless Lawsuit is a thing. So let’s just talk about it a little more.
How Did This Start?
Sabri decided to open his parking lot for homeless people on July 9, 2025. About 20 people with tents moved in after two days, and later, the number increased to approximately 45 people.
On the 25th of August 2025, the city commanded Sabri to remove the area. He declined to comply. August 26 saw the city employees making an attempt to shut the place down; however, Sabri stopped them. By the time the City Council had a secret ballot (6-4) to take legal action against him, that was precisely on September 8. On September 15, the legal action was properly initiated at Hennepin County District Court.
Why Is the City Against It?
City officials say the lot is unsafe and unsanitary. Their main points are:
- Trash, drug needles, human waste, and open fires.
- No bathrooms or clean water.
- The location is close to a charter school and a public library.
The other side also brings up the point that not all the people in the lot are there for the entire night. Approximately 33% of those people are on the premises during the day only. The city says that this behavior turns the place into a public nuisance, not a refuge.
In addition to that, Sabri has been fined $15,000 by them without any doubt. It is also a problem, the officials say. From a humanitarian point of view, the situation is risky, even if Sabri’s goal was to provide assistance.
What’s Sabri’s Side?
Sabri has a different perspective. According to him, the local government is shifting the homeless individuals to new locations and not providing any viable alternatives. He also believes that using an area on private land for the homeless would be a more humane approach than the continued displacement.
One of the things that he did was to refer to the lawsuit as “political theater”, saying that Mayor Jacob Frey is using it to get more publicity for his re-election. Besides, he claims that the city’s arrests and raids result in the waste of resources and do not address homelessness. His stance is clear: if the city is not going to give the assistance, then he should not be penalized for being the one to provide the help.
What’s Happening in Court?
The date when the lawsuit was filed is September 15, 2025. An emergency decision was requested by the city in order to close the lot, but, up to this moment, there is still no hearing date. Authorities are seeking a legal mandate to terminate the camp, and apart from that, they have the potential to issue more punishments. Nevertheless, Sabri has definitely stated that he won’t give up his fight.
